It seems that once in the herd (congress), individuality is swept away, you find your pecking order within the pack and never to be seen or heard of again.
Individualism is seen as being a maverick non-conformer trouble maker.
The biggest problem isn’t even the pecking order; humans need to be part of the whole of the herd. In other words, to be part of the pack. Remember, when electing someone who has always been part of a pack, they will never “lead,” except in the group.
