What happens? Putin explodes tactical nuclear weapons in Ukraine. Biden is in the white house with decisions that no president wants to make, escalate, or negotiate. I doubt it will be an all-out attack by Russia but more of a ploy to see who is chicken. Putin believes that maybe just using one weapon, the tides of war and the demands for peace will swing his way. Putin cares not to know how many Russians or Ukrainians are killed, victory or death.
